Compulsory school attendance

In the Netherlands, it is compulsory for children aged 5 to 16 to go to school full-time (leerplichtwet). Exemptions to this rule (vrijstelling van leerplicht) can only be granted in specific circumstances. For more information on these exemptions, see the government.nl website.

It is also compulsory for 16-year-olds and 17-year-olds to attend full-time education if they do not have a basic qualification, which is a HAVO, VWO or MBO level 2 diploma (kwalificatieplicht).

Unauthorized absence (ongeoorloofd schoolverzuim)

The school is required to report unauthorized absence to the School Attendance Officer (leerplichtambtenaar) who is employed by the municipality where the child goes to school. The School Attendance Officer is required to investigate the reason for the absence and may take action, such as imposing a fine.

Authorized absence (geoorloofd schoolverzuim)

There are, of course, some circumstances when children are allowed to miss school:

  • Illness - If your child is ill, you must report this to the school, following their particular rules/procedures. If a child has multiple sick days, the school may report this to the youth health team at the GGD (public health service).
  • Special events - For things such as family weddings or religious holidays, your child might be able to obtain authorized school absence. The school head must give permission in advance and must follow the strict government rules around which events are permissible and how many days are allowed.
  • Holidays - Going on holiday during term time is only allowed if your work prevents you from going on holiday during the school holidays. The school head must give permission in advance and you will need to supply supporting documentation.
