Mission statement
Our mission is to help Noord-Brabant support and retain international knowledge workers* by supporting the whole family and their employer prior to arrival, on arrival, and after arrival.
International talent is crucial to Brabant’s economy, alleviating labor market shortages and strengthening the region’s position as a leader of innovation and technology. Internationals bring diversity and specialized skills to the workplace, stimulating new perspectives and innovation.
*The following are considered to be international knowledge workers in this context: highly skilled migrants, intra-corporate transferees, European blue card holders, researchers under Directive (EU) 2016/801, orientation year visa applicants, start-up entrepreneurs, essential start-up personnel, and EU/EEA/Swiss citizens whose employer is an IND recognized sponsor.
Who we are
Holland Expat Center South is a non-profit governmental agency dedicated to helping international knowledge workers and their families settle quickly and easily into life in Noord-Brabant. We want internationals to feel welcome and at home here, to integrate into society, and to enjoy all that the region has to offer.
We also promote and support employers of internationals in the onboarding and retention of their international employees and are involved in research and lobbying for better legislation and regulations in relation to expats and highly skilled migrants.
Our office is open Monday to Friday from 09:00 to 17:00.
HECS is a joint initiative of the participating municipalities, the Immigration and Naturalisation Service (IND), Brainport Eindhoven, and the province of Noord-Brabant. We are one of 12 Expat Centers located throughout the Netherlands. What we do
We help international knowledge workers and their accompanying family members to feel at home by supporting them prior to arrival, on arrival, and after arrival through a wide range of services, which are available free of charge to the international.
We also support employers of internationals by providing advice and information, by supporting their international employees, and through research and lobbying.
Fast and easy procedure for formalities
This procedure is known as the Expat Center Procedure and it offers a fast and easy way for international knowledge workers to complete their formalities. Representatives of the IND and the municipality of Eindhoven have representatives working from our offices providing a one-stop shop for newly arrived international knowledge workers.
Municipal registration and IND appointment under one roof
We help international knowledge workers living and/or working in one of the participating municipalities to complete formal procedures, including registering with the municipality (BRP), obtaining a citizen service number (BSN), and collecting residence and work documents.
Quicker and easier
Our accelerated procedure combines municipal registration and IND procedures into a single appointment at our offices (where representatives of the municipality and the IND provide the relevant services), allowing for faster and easier completion of formalities.
Fully operational in a shorter time
Internationals receive their BSN either immediately or within 5 working days, significantly faster than registering via the local municipality directly. This is extremely valuable as internationals are then able to complete other formalities, such as obtaining health insurance and opening a bank account more quickly.

This service is not only for companies hiring internationals for the first time, but also for more experienced companies.
For more specialized matters, our Partnership Program directs internationals and employers of internationals to specialist private service providers.
Events
We organize our own events and joint events, we sponsor events, and we promote the events of our partners and other relevant organizations via our newsletter and our social media channels.
- Brabant International Expo - a Holland Expat Center South annual event which brings internationals, employers, local businesses, support organizations, and social and cultural clubs and organizations together providing the opportunity for learning, socializing and networking.
- Homewards - a welcome to Eindhoven program for both internationals and locals, organized by the Living In Program in association with Brainport Eindhoven and This is Eindhoven.
- Winter Market Eindhoven- a community-building festive event from the Living In Program and The International Entrepreneurs Collective (TIEC)that celebrates the creativity, cultures, and connections that make Brabant a wonderful place to call home.
- Networking event for Official Partners - a Holland Expat Center South annual event, usually in September, for our Official Partners, giving them the opportunity to network with one another while also receiving an update on our current activities and future plans.
- Workshops and webinars for employers of internationals.
- Promote and help organize other events of interest to the international community, including events run by our Official Partners on topics such as housing or taxation.
Community building, programs and joint initiatives
We cultivate and maintain a wide network of contacts throughout the international and local communities, bringing businesses, internationals, support organizations, and local and international clubs and organizations together, helping internationals to integrate and get involved in their local communities.
We also run several programs and joint initiatives including:
- The Partnership Program - a formal partnership which puts internationals and employers of internationals in touch with reliable businesses (known as Official Partners) who provide English-language, expat-related services. Official Partners pay a fee for participating in this program.
- Other partnerships with a range of non-profit support organizations (Support Partners) and social clubs and cultural organizations (Community Partners) to help internationals meet locals and get involved in their local community.
- The Living In Program which provides additional support to internationals, with a focus on helping accompanying partners/spouses and/or children, making sure that the whole family feels at home in Eindhoven.
- Dual career - a joint initiative from the Living In Program and the Expat Spouses Initiative (ESI). The Talent100 and Women for Women programs help the accompanying partner to rebuild their career.
- Employer-led approach to Dutch for internationals – a joint initiative from the municipality of Eindhoven, Holland Expat Center South, and Brainport voor Elkaar in association with employers in the region.
- Praat Nederlands met me! – an initiative to promote learning Dutch, using buttons to encourage locals to speak Dutch with those learning the language.
Research and lobbying
We conduct research into the socio-demographics and economic aspects of expats and highly skilled migrants and are also involved in lobbying for improved legislation and regulations related to those living, studying, and/or working in the Netherlands, Belgium and Germany.
