The Expat Center Procedure combines municipal registration and IND procedures into a single appointment at the offices of Holland Expat Center South in Eindhoven, where representatives of the municipality and the IND offer the relevant services.

Advantages of the Expat Center Procedure
- Combined appointment for faster and easier completion of formalities. You can complete both municipal registration and IND procedures in a single appointment at a single location.
- You receive your BSN more quickly. If you live in Eindhoven, you will receive your BSN at the appointment, and if you live in one of the other participating municipalities, your BSN will be issued by post within 5 working days. This is significantly faster than registering via the local municipality, where it can take up to 30 days to receive your BSN.
Once you have your BSN you can organize other matters more quickly.
We offer 3 types of appointment:
- Combined appointment - both municipal registration and IND procedures
- Municipal registration only
- IND procedures only
Note:
Municipal registration is for BRP and BSN.
IND procedures include biometrics, endorsement (verblijfsaantekening / VA) sticker, and residence/work permit collection.
Who can make an appointment?
The persons listed below can make an appointment with us (as long as they live and/or work in one of the participating municipalities):
- EU/EEA/Swiss citizens whose employer is an IND recognized sponsor
- Highly skilled migrants
- Intra-corporate transfers
- EU blue card holders
- Research scientists
- Orientation year visa applicants
- Start-up entrepreneurs
- Essential start-up personnel
- Dependents of the above, apart from non-EU dependents of EU/EEA/Swiss citizens*
*Note:
If you do not fall into one of the categories above or if you are a non-EU dependent of an EU/EEA/Swiss citizen, you will need to do your BRP/BSN registration at your local municipal office and your immigration procedures at an IND office. The IND office in s-Hertogenbosch is usually the closest option. For more information, send us an email.
Municipal registration service
To make use of the municipal registration service, you must live in one of the participating municipalities, and the start date on the rental contract for the address must be no later than the appointment date.
IND services
To make use of the IND services, you must work in the region.
When can I make an appointment?
- All EU/EEA/Swiss citizens with an employer that is a Dutch recognized sponsor can register as soon as they have an active housing contract.
- People who entered on an MVV can register as soon as they have an active housing contract.
Note: If you have an MVV, you must collect your residence permit before the MVV expires. - People who entered without an MVV (check the full list of MVV exemptions on the IND website) have to wait until their visa start date. They also must have an active housing contract.
Municipal registration
For municipal registration, you need to make an appointment within 5 days of arriving in the Netherlands.
IND services
For IND appointments, you/your sponsor will receive a letter from the IND explaining what you need to do. If you are using the VVR procedure, you will first be asked to make a biometrics appointment, where the IND will take your photo, your fingerprints, and your signature, and you will then receive a second letter when your permit is ready for collection. If you are using the TEV procedure, you typically collect the residence permit on your first visit.
How do I make an appointment?
You can only make an appointment by email because we need to send you a secure link. The process is as follows:
- You send us an email with the information below for each person needing an appointment.
- We process your request and send you an email with a secure link to a form.
- You enter all the required information in the online form.
- We process your information and send you an email with your appointment date and details.
For each person needing an appointment the following information is required:
- Full name (as written in your passport)
- V number if you have one or date of birth if you are an EU/EEA/Swiss citizen or do not know your V number
- Which service/services you require (see the types of appointment options at the top of this page)
What do I need to bring to the appointment?
The following documents are required for all applicants:
- A valid passport. EU citizens can also use their identity card. Driving licenses cannot be used.
- Non-EU citizens must also have a valid residence permit or be in the process of applying for one.
- Proof of address. You must reside in the municipality where you have the registration appointment and you need one of the following documents: a tenancy agreement or a signed statement and a photocopy of the passport of the main occupant, stating that they are allowed to register at that address or a document that proves the applicant is the owner of a property (a deed of ownership or a deed of transfer).
- An original or legalized copy of their birth certificate.*
- If relevant, an original or legalized copy of their marriage certificate or divorce certificate.* The document cannot be older than 6 months.
- You do not need to bring photographs with you unless you have been asked to do so.
If you are not a national of an EU member state, Liechtenstein, Norway, Iceland, or Switzerland, you must have a note/sticker in your passport that permits you to stay and work in the Netherlands.
*Important:
If the document is written in a language other than Dutch, English, German or French, a translation must be provided by a sworn translator. For more information about legalization of documents, check the website of the Dutch government.
For biometrics appointments:
Individuals who wear a headscarf that covers their hair need to wear a single-color, non-white headscarf when providing biometrics. If the headscarf is multicolored or white, the IND will be unable to take the photograph and the appointment will have to be rescheduled to a later date.
What happens at the appointment?
- You should arrive 5-10 minutes early for your appointment and check in at the welcome desk. You can then wait in our waiting area until someone comes to get you.
- If you are using the municipal registration service, you will be registered in the municipality’s population register (BRP) and you will be given a provisional proof of registration. You will also be registered for a Burger Service Number (BSN), which will be issued to you at the appointment if you live in Eindhoven or by post to your home address within 5 working days, if you live in one of the participating municipalities.
- If you are using the IND services, you will either be providing biometrics or collecting your residence/work permit or sticker. For biometrics appointments, the IND will take your photograph, your fingerprints and your signature.
Renewals
If you are renewing your residence permit, you follow the same procedure as for making an appointment.
Send us an email with your full name (as written in your passport) and V number, and specify that you want to make an appointment for a permit renewal.
