Tip:
Holland Expat Center South offers an accelerated and combined procedure for EU citizens (whose employer is an IND recognized sponsor) and non-EU citizens who have certain categories of residence permit. See our Appointments at the Expat Center page for more details.
If you are not eligible for the Expat Center Procedure, you will need to register with your local municipality.
Make an appointment for BRP registration
You need to make an appointment in advance. If you have a partner and/or children, they will also need to be registered and therefore also require an appointment. Registration can only take place in person, so all those being registered need to be present at the appointment.
Normally, you make an appointment at the municipality where you live. And if required, you make a separate appointment with the IND for your residence/work permit. To make an appointment with your local municipality, go to their website.
Change of Address
If you move address within the Netherlands, you need to register your new address. Changes of address can be done online.
If you move to another address in Eindhoven, contact the city hall of Eindhoven so that they can change the address in the system. If you move to another town/city, you only need to register at the city hall of your new address. You will automatically be deregistered from your old address.
Deregistration
When you leave the Netherlands permanently you need to deregister from the municipality (BRP) where you live. This deregistration can only be done within the 5 days (including weekends and holidays) before you actually leave the Netherlands. You also need to send the residence permit back to the Immigration and Naturalization services (IND) as the residence permit (the card) remains property of the Dutch State.

Registration of non-residents (RNI)
If you are staying in the Netherlands for less than 4 months in any six-month period, you can register with one of the 19 municipalities in the Netherlands (including Eindhoven) as a non-resident under a special registration provision for the Registratie Niet-Ingezetenen, RNI (registration of non-residents).
You will receive your BSN during the appointment. Note that this BSN is not a temporary BSN; it is a lifetime BSN for non-residents. If you subsequently reside in the Netherlands for longer than 4 months and thus need to change from an RNI to a BRP registration, or you come back to the Netherlands in the future, your BSN remains the same.
